Oceanside, CA

The CAP provides a blueprint for a cleaner and more resilient future in Oceanside. The Plan is organized by emission sectors, with corresponding measures and actions to cut citywide GHG emissions. The bold actions of the CAP are intended to support local sustainability initiatives that both align with Statewide climate goals and Oceanside’s unique economy and character.

The 2019 CAP was adopted as part of Phase 1 of the City’s General Plan Update (GPU). The CAP is a dual-purpose planning document that aligns local climate and sustainability goals with State legislation while also streamlining development project reviews under the California Environmental Quality Act (CEQA).
  

Climate Action Plan (April 2019)

The CAP breaks down greenhouse gas emissions by sector—like transportation and energy—so residents and businesses can see where emissions come from, how they’re being reduced, and how the community can get involved.

The City began updating its CAP in 2023 to reflect the latest data, state policies, and community priorities. This update incorporates progress made since the 2019 Plan and explores new opportunities to further cut GHG emissions and strengthen community resilience. 

The CAP Update is also part of Phase 2 of the City’s General Plan Update (GPU), Onward Oceanside, which focuses on creating a sustainable, climate-resilient future through coordinated land use, mobility, and environmental planning. The City expects to finalize and adopt the CAP Update in 2026, and you can sign up to receive email updates related to the CAP.

Climate Action Plan Update Draft (December 2025) 

Following adoption of the CAP Update, the City will begin publicly reporting on implementation progress. Progress will be tracked using updated greenhouse gas inventories, performance metrics, and action-level data, with public updates highlighting key actions, measurable outcomes, and milestones across all emission sectors.

Reporting will track progress toward the CAP’s greenhouse gas reduction goals to:

• Reduce emissions 27% below 2018 levels by 2030 (aligned with SB 32)

• Reduce emissions 90% below 2018 levels by 2045 (aligned with AB 1279)

• Maintain emissions 90% below 2018 levels through 2050 (General Plan Update horizon year)

Oceanside Canopy for Climate Tree Giveaway Program - Coming Soon!
Mar 2026 - The City is partnering with Tree San Diego to help expand urban tree canopy in Oceanside and support local climate action. The program will offer trees to eligible Oceanside residents and businesses for planting on their private properties. Stay tuned for program details and registration information.

Expansion of City EV Chargers
Feb 2026 - Design is underway for 11 new EV charging ports at the City Hall parking structure to support Climate Action Plan implementation goals. Expanding charging access is a key City strategy to encourage cleaner transportation.

Feb 2026 - Explore an interactive public map of electric vehicle charging station locations across Oceanside, informed by public charging data from the California Energy Commission. With a mix of fast-charging and free public charging options throughout the city, access continues to grow in support of EV adoption and the Climate Action Plan.

El Corazon Habitat Restoration Plan
Feb 2026 - Habitat mapping and soil sampling are underway to inform the El Corazon Habitat Restoration Plan. Staff and consultants are developing strategies to restore native habitat  and support open space goals of the El Corazon Specific Plan. Updates and opportunities for community engagement will be shared on this page.

Sustainable Energy Project in partnership with OPTERRA Energy Services
Feb 2026 - Construction is well underway on the City’s energy efficiency and renewable energy improvements. These upgrades support long-term cost savings and greenhouse gas reductions under the Climate Action Plan. The project includes energy optimization, renewable installations, and operational enhancements that will benefit both the City’s budget and community energy resilience.

2026 Smart 20 Award Recipient
Feb 2026 - The City of Oceanside was selected as a recipient of the 2026 Smart 20 Award by Smart Cities Connect for “Impacting Energy, Budgets, and the Community.” The award recognizes Oceanside’s Sustainable Energy Project as one of the 20 most transformative smart city initiatives globally, highlighting innovation, cross-sector collaboration, and measurable impact on the community.

Regional Climate Leadership
Oct 2025 - The City of Oceanside is now a Leading Member of the San Diego Regional Climate Collaborative (SDRCC). This elevated status strengthens regional collaboration, expands access to technical resources, and advances local Climate Action Plan implementation.
