Energy consumption and generation represented 40% of the City’s total emissions in 2018. This section of the Climate Action Plan focuses on strategies to reduce greenhouse gas emissions from electricity and natural gas use in homes, businesses, and public facilities. It highlights energy efficiency, renewable energy adoption, and city-led programs that help the community save energy and lower emissions. 

Clean Energy Alliance (CEA) 

The Clean Energy Alliance (CEA) is a community-choice energy provider that partners with the City of Oceanside to deliver cleaner, renewable electricity to residents and businesses. CEA allows Oceanside and partner cities to purchase electricity from alternative energy suppliers while still using San Diego Gas & Electric (SDG&E) transmission and distribution lines. This program provides local control over electricity sources and the ability to choose greener power at competitive prices.

CEA is locally controlled, supported by ratepayers, and does not use taxpayer subsidies. As a joint powers authority, it is legally separate from its member cities, with its own budget funded by ratepayers.

All Oceanside residents are automatically enrolled in CEA’s Clean Impact Plus option (50% renewable, 75% carbon-free energy), with the option to upgrade to 100% renewable, opt-down to 50% renewable, or opt out. Residents and businesses with questions about their energy service, bills, or program options can contact CEA Customer Service for assistance.

Building Electrification and Reach Codes 

Reach Codes are local building standards that go beyond California’s baseline energy efficiency requirements (CALGreen and CA Energy Code (Title 24, Part 6)) to promote cleaner and low-carbon construction. They often encourage or require the use of electric appliances, energy-efficient systems, and renewable-ready designs in new buildings or major renovations. 

Building energy use accounts for a significant portion of greenhouse gas emissions, primarily from natural gas use for heating, cooking, and water heating. Transitioning to all-electric buildings helps reduce these emissions, improve indoor air quality, and support the shift toward a cleaner energy grid powered by renewable sources. 

Combined with State Building Standards, these local codes provide a pathway toward more sustainable, low-carbon development. The City of Oceanside will evaluate future code amendments in collaboration with the public and builder community as a key strategy to reduce building energy use.  

The City supports building electrification by:

  • Providing technical guidance and resources for developers and homeowners.
  • Promoting incentives or rebates for electric appliances, heat pumps, and energy-efficient upgrades from partner organizations.
  • Aligning new construction standards with Climate Action Plan goals for reduced emissions and increased resilience.

Sustainable Energy Partnership with Opterra 

The City of Oceanside is partnering with Opterra Energy Services (formerly ENGIE Services US) on a comprehensive energy project to upgrade City facilities, expand solar generation and storage, and improve efficiency across multiple sites. These improvements are projected to save the City an estimated $26 million over 30 years. By implementing these projects in its own facilities, the City is leading by example, demonstrating the benefits of sustainable energy practices for the community. 

The partnership also includes community engagement initiatives, such as workforce development, STEM-focused summer camps, library donations, internships for local students, and enhancements to public spaces like community centers and senior facilities. Together, these efforts advance Oceanside’s Climate Action Plan goals by reducing greenhouse gas emissions, increasing renewable energy use, and supporting a sustainable community.
