Climate change refers to long-term shifts in temperature, precipitation, and weather patterns caused by increased greenhouse gas (GHG) emissions from human activities. The city developed its CAP to address these challenges locally by cutting GHG emissions, building community resilience, and guiding sustainable development for current and future generations. 

According to the California Air Resources Board (CARB), more than 70% of Californians live in communities implementing a CAP or similar sustainability planning program, and nearly every local government in the San Diego region has adopted one. 

While a Climate Action Plan is not legally mandated, it serves as an important planning tool for cities like Oceanside to proactively reduce emissions, build resilience to climate-related risks, and align with state and regional climate goals. 

The CAP update has developed new GHG reduction targets from those adopted with the 2019 CAP, with an additional long-term target for 2050 aligned with the City’s General Plan Update. These targets use the 2018 baseline GHG emissions inventory and align with statewide legislative adopted targets, including Senate Bill (SB) 32 and Assembly Bill (AB) 1279.

Oceanside’s updated CAP outlines a clear reduction pathway: lowering emissions 27% below 2018 levels by 2030, achieving a 90% reduction by 2045, and maintaining that 90% reduction through 2050. These milestones guide the City’s long-term climate strategy and demonstrate its commitment to achieving a low-emission future.

The CAP is administered by the City’s Development Services Department and provides a citywide framework for reducing greenhouse gas emissions and increasing climate resilience across all emission sectors. The Green Oceanside program, led by the Water Utilities Department, focuses on regulatory compliance, service delivery, and community outreach related to water efficiency, zero waste, and watershed protection. While the programs have different roles, they work together to support the City’s overall climate and sustainability goals.
