The CAP is administered by the City’s Development Services Department and provides a citywide framework for reducing greenhouse gas emissions and increasing climate resilience across all emission sectors. The Green Oceanside program, led by the Water Utilities Department, focuses on regulatory compliance, service delivery, and community outreach related to water efficiency, zero waste, and watershed protection. While the programs have different roles, they work together to support the City’s overall climate and sustainability goals.
